Accident: Coal Harbour(CXH) Vancouver, BC. 01-Nov-2000. The West Coast Air Twin Otter (DeHavilland DHC6-100, s/n 086) was in the take-off phase of flight from the Vancouver Harbour (CYHC) water aerodrome. The aircraft was operating under the call sign Coast 608 (C608) and was carrying 2 crew members and 15 passengers for the destination of Victoria. The aircraft was taking off on a NE heading with an easterly wind of 5 - 10 knots and calm water conditions. The passengers received a safety briefing while the aircraft was at the dock prior to starting engines. The take-off commenced normally with all performance parameters reported and called as normal. Within seconds of lift-off, flames were observed on the starboard side followed immediately by a loud bang and a power loss on the right-side engine (PT6A-27). An attempt was made to land straight ahead. The aircraft struck the water in a shallow right turn and a nose down attitude. The starboard wing separated from the aircraft and both floats were substantially damaged. The crew and passengers evacuated the cabin through the main entrance door and the two cockpit doors. The majority of passengers were wearing their life vests. Within minutes several vessels, including the public transit SeaBus, arrived at the scene. The SeaBus deployed an inflatable raft for the passengers, who were all located on top of the floating wreckage. Passengers and crew were taken ashore by several vessels and transported to hospital for observation. There were no serious injuries. The aircraft subsequently sank and was being recovered for inspection and analysis.
